SOL
SOL (Online Procurement Process Solution) is a bidding app developed and made available by the States of Bahia and Rio Grande do Norte, Brazil, so that organizations benefiting from Bahia Produtiva and Governo Cidadão (RN) projects can carry out procurement processes for buying/contracting goods, services and works.
The app also allows vendors from all over Brazil to send their proposals and follow up the procurement process’ results. SOL is an open source software using blockchain to guarantee integrity, transparency and auditability to procurement processes.

Investment
The app was developed in the context of Bahia Produtiva and Governo Cidadão Projects, both financed by the World Bank. For Bahia, the total loan amount was US$ 150 million. In Rio Grande do Norte, the total amount was US$ 360 million.

One of the major challenges for cooperatives is to find suitable vendors and receive a reasonable number of proposals for each bid. With SOL, any vendor in the country is able to consult the available bids, send proposals and monitor the result of the bid.
AUTOMATION OF buyinG PROCESSES
Public notices, bidding minutes and contracts are automatically generated by the App, based on data provided by registered associations, vendors and bids. The entire procurement process takes place online and through the app, without the need to collect signatures in person.

When ending a bid, the application automatically determines the best price proposal as the winner. In the event of a tie, the vendors involved are notified and can redo their proposals. All suppliers who have submitted a proposal for a bid can consult its result at the end.
ADVANCE IN AUDIT PROCESSES
The controller easily checks whether the values of proposals, bids and contracts registered within SOL are compatible with the transactions carried out by the parties involved. Through the use of blockchain, data in its original state is recorded without the possibility of editing or alteration, ensuring transparency and reliability to the application.
